Howdy, new Melissa neighbors. For a City-served home, the published new residential utility deposit is $150, but paying it alone does not complete the application. Melissa also requires the written request and all documentation before processing. Its same-day cutoffs differ between weekdays and Friday, which matters if your closing or move lands near a weekend.
Start with the full property address, then confirm the utility provider, school district and collection instructions separately. A Melissa mailing address is not a substitute for those checks.
Start the right utility request
The City’s residential utility-service page separates new service, transfers between Melissa addresses and discontinuation. Choose the request that matches the move. The City says these requests must be in writing.
For new residential service, the $150 deposit is due with the application. The City directs deposit payments through PayGov and notes that its payment can appear on a card statement as coming from Indianapolis, Indiana. Reach the application and payment instructions through the official City page, and retain the receipt with your service-start confirmation.
This is a USD security deposit, not a monthly utility price or an all-in move-in quote. The fee schedule lists separate charges that may apply, including reconnection and meter-related fees. Ask Utility Billing which apply to your property and whether the payment method adds a processing charge before budgeting the total.
Give the City time to complete the connection
Melissa’s published same-day requirements are all documentation and payment received by 2 p.m. Monday–Thursday, or 10 a.m. Friday. Otherwise, the service page says connection is the next business day.
A useful planning distinction is application submitted versus application complete. Put your requested start date and the City-confirmed start date in separate lines of the move checklist. For a Friday handover, resolve missing documents before the earlier cutoff instead of assuming an afternoon request can be connected that day.
The public instructions do not establish an exception for a particular closing delay or holiday. Confirm the actual processing date with Utility Billing when timing is tight.
Treat the first bill and the deposit as different costs
Ask which meter size and customer classification the property uses, what billing period the first statement covers and which services appear on it. The rates page says new FY2027 water and wastewater rates take effect with November bills. Confirm the applicable schedule for your own first bill rather than treating an older seller’s statement as your price quote.
The page also describes a winter averaging process for residential sewer charges and a different initial calculation for new accounts. A setup deposit does not answer how monthly consumption will be billed. This guide does not calculate a promised household bill from an unconfirmed meter size, use level or first-cycle period.
Check irrigation and collection at the actual home
The City specifically asks new homeowners to inspect the irrigation controller. Its irrigation and conservation page is the place to check current instructions. Do not assume a builder’s settings or a neighbor’s schedule is correct for your address and season.
For City CWD collection, use the provider’s Melissa service page to confirm the address-specific day and bulk rules. Cart service, bulk collection and a special pickup have different conditions. Confirm the account arrangement before applying another town’s calendar to your curb.
Confirm school eligibility before selecting a campus
Melissa ISD’s 2026–27 enrollment announcement directs new families to the enrollment process, proof of residency and their assigned school. Its April kindergarten event is a past date, not a current appointment opportunity. Use the current enrollment page and campus registrar for a midyear move.
The district’s current out-of-district transfer page says it is not adding additional Become a Cardinal students at this time. Do not rely on the earlier May launch announcement as a promise that an out-of-district application will now be accepted. In-district residency, campus assignment and a discretionary transfer are different questions.
Build a first-week plan around your own address
Keep the provider confirmation, application receipt, confirmed connection date, school response and collection instructions together. For downtown journeys, our District 46 access guide separates the construction area from an assumed citywide closure.
Once the essentials are set, use the Melissa kids’ directory for parks, library activities and classes. Published prices and service instructions were checked October 19, 2026; an individual fee quote or connection confirmation still comes from the responsible provider.
