Prosper's residential water and wastewater schedule is labeled effective for the first full billing cycle following October 15, 2026. That wording matters: it does not say every bill issued on October 15 uses the new schedule. Check the service period and account classification on your statement. Official two-page rate schedule
Four figures for an ordinary in-town account
The following figures are from the schedule's in-town residential table. The example assumes a three-quarter-inch or smaller water meter. Larger meters and out-of-town accounts have separate amounts.
Charge | Published amount |
|---|---|
Water minimum service charge, ¾-inch or smaller meter | $16.42 per billing cycle |
Water use within the 0–10,000-gallon band | $5.50 per 1,000 gallons |
Wastewater minimum service charge | $44.72 per billing cycle |
Wastewater volumetric charge | $7.71 per 1,000 gallons of billed wastewater consumption |
Higher water-use bands have other rates. Do not extend the first-band figure to a household using more than 10,000 gallons. Also check whether an apartment or townhome is on a master meter: the document has separate provisions for those accounts.
Wastewater is tied to a winter average
The schedule bases residential wastewater consumption on the December, January and February winter average. It says customers without that billing history use an estimated 8,000 gallons per month until an average is established or service ends.
That means the gallons currently passing through your water meter and the gallons used for the wastewater charge can differ. Read both quantities on the bill before deciding a mismatch is an error. Ask Utility Customer Service to explain your recorded winter average if it is unclear.
An 8,000-gallon calculation, with limits
For illustration, assume an in-town account with the small meter above, 8,000 gallons of water use and 8,000 gallons of billed wastewater consumption. Our calculation is $16.42 + eight units at $5.50 = $60.42 for water, and $44.72 + eight units at $7.71 = $106.40 for wastewater.
The combined water-and-wastewater subtotal is $166.82 under those assumptions. It is not a quote for the entire utility bill. It excludes trash, any other applicable service, tax or fee, and any account-specific adjustment not established here. It also assumes no qualifying discount. Changing either usage figure changes the result.
Check account changes and provider boundaries
The rate document separately lists a $75 service-initiation fee, $20 transfer fee and late-payment provisions. Its second page explains qualified senior-account and penalty-waiver applications. Eligibility needs review with the town; we have not applied a discount automatically to the example.
Prosper's utility-service page says the town does not provide water and sewer service to Artesia and directs those residents to Celina. A Prosper mailing address alone does not establish that this table applies. Our Prosper move-in guide covers that wider provider check.
Questions to ask about your statement
Have the billing period, meter size, water gallons, wastewater gallons and account class ready when contacting Utility Customer Service through the town's official page. Ask which full cycle first uses this schedule and which other line items explain the amount due.
Sources were checked October 15, 2026. We have not calculated a percentage increase against an earlier schedule or established a representative household bill. The dated figures and arithmetic above describe this published schedule and one explicitly limited example.
