Prosper planners are scheduled to consider a 13.6-acre Saddle Creek Commercial zoning request on Tuesday, October 20, 2026. The site is west of Preston Road, about 225 feet north of Prosper Trail. The request concerns office, restaurant and retail uses; it is not a confirmed store opening or a construction-start announcement.
There is a practical complication for anyone attending: the Town’s public-hearing notice gives 6:30 p.m., while the posted meeting agenda gives 7 p.m. Both identify the Council Chambers at 250 W. First Street. Confirm the current time with Planning before traveling or joining the livestream.
What the request identifies
The official hearing notice names ZONE-26-0012, covering Saddle Creek Commercial, Block A, Lots 2R and 3. It seeks to amend part of Planned Development-31 and create a new planned development for the specified nonresidential uses.
Keep that case number with any question or comment. It distinguishes this proposal from another Preston Road filing elsewhere on the same agenda. The short notice does not establish named tenants, opening dates, a final construction schedule or an approved traffic solution.
A planning hearing is a step in the process
The commission’s responsibilities include making recommendations to Town Council on zoning requests. A request appearing on an agenda does not mean the zoning has already changed. Nor does a planning recommendation by itself establish that a business is ready to open.
For nearby residents, the useful question is what permission is being requested for these parcels and what conditions would accompany it. We have not established a completed vote or a final Council disposition for this October 20 item.
Check the two official times before leaving
The posted regular-meeting agenda places Saddle Creek under item 4. Its cover shows 7 p.m.; the hearing notice linked from the Town’s public-notices page shows 6:30 p.m.
The discrepancy remains unresolved. Planning’s published case contact is 972-569-1086. Ask which time governs and whether an amended agenda or notice has been issued. If you cannot obtain confirmation, do not rely on the later time to avoid missing an earlier start. The order of agenda items also does not promise an exact time for item 4.
How the agenda says to submit comments
The agenda asks in-person speakers to give the relevant comment-request form to staff before the meeting. For comments submitted by someone watching online, it specifies before 4 p.m. on the meeting day for reading into the record. Watching a stream does not automatically register a speaker.
At this guide’s planned midday publication, that deadline is still ahead. Check the Town’s live-meetings page and form instructions directly before submitting. Our Prosper meeting guide provides broader navigation, but this particular commission agenda controls the instructions reported here.
Prepare a question the documents can answer
Our suggestion is to identify the parcel and requested use first, then ask staff for the supporting plan or condition relevant to your concern. If your concern is access from Preston Road, ask which drawing shows the proposed access. If it is the relationship to nearby homes, ask which proposed development standards address it. These are questions to investigate, not claims that a particular impact has been demonstrated.
For households juggling school and outing plans, the Prosper kids’ directory is separate from meeting participation. This hearing is civic business, not a family event listing. Recheck the Town’s current notice before using these October 18 source checks to plan an October 20 visit.
