Princeton's Economic Development Corporation and Community Development Corporation are scheduled to meet jointly Tuesday, October 20, 2026, at 6 p.m. in the Municipal Center council chambers, 2000 E. Princeton Drive. The posted agenda calls for discussion and possible action on each corporation's amended bylaws. For residents following public development funds, the useful distinction is that a review is scheduled; a new amendment has not been adopted by that agenda. Official joint-meeting packet, pages 1–2
The cancellation notices point to the joint meeting
The EDC notice cancels its regular October 20 meeting and replaces it with the joint meeting at 6 p.m. that same day. The CDC notice moves its regular Wednesday, October 21 meeting to the Tuesday joint session. These are not notices that all development-board business has been abandoned. The joint agenda was posted October 14. Check the city's Agenda Center again before attending in case the notice or packet changes.
What the packet says about the existing bylaws
Staff memoranda on packet pages 21 and 59 say the bylaws were last amended in April 2025. They describe the attached documents as the current Second Amended bylaws, plus redlined changes from the earlier version to that April 2025 version. The boards requested a review and may consider whether further amendments are needed.
That history matters when reading a marked-up page. A redline in this packet is not, by itself, proof that the highlighted provision is a newly proposed October 2026 change. Read the memo's explanation alongside the marked and clean versions.
The under-$10,000 signature clause is already in the current text
The EDC's clean bylaws on page 75 allow a check request or other financial instrument for a proposed expenditure totaling less than $10,000 to carry one signature from the chairperson, treasurer or CEO. The clause puts requests of $10,000 or more in a different category, with authorized signatures designated by the board.
Exactly $10,000 is not “less than $10,000.” More importantly, the staff memo identifies the attached bylaws as the existing April 2025 version. The packet does not establish that Tuesday would newly grant that signature authority.
The adjacent spending provisions retain budget and approval requirements. A signature rule is not evidence that a particular purchase has been authorized, that funds were spent, or that any official has misused them. Residents can ask how the current rule operates and what, if anything, the boards propose changing.
Public reports and the closed-session item
The agenda lists building permits, sales tax and each corporation's monthly financial reports under staff reports, with no action in that section. Bylaw items J.1 and J.2 are listed separately for possible action by the CDC and EDC respectively.
It also lists Harvest Point under executive-session economic-development negotiations. That label does not identify a public incentive amount, a signed development agreement or a completed deal. Any action pertaining to executive session has its own agenda section.
How residents can follow the discussion
The posted public-appearance section allows up to five minutes per speaker and limits the boards' response to matters outside the agenda. The notice requests accessibility-service arrangements 48 hours ahead of the meeting through the city secretary or designated official. Follow the packet's instructions for your circumstances.

Recheck the actual action and any subsequent approvals after the meeting before treating a proposed amendment as effective.
